What ARRA Means to You

  • The American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law on Tuesday, Feb 17th 2009.
  • The total aid to education contained in the legislation, including tax credits, exceeds 100 billion.
  • The first distribution of funds, involving both Title I and IDEA allocations, were scheduled to arrive in states by March 31, 2009.
  • The success of ARRA depends on the commitment of educators, parents, students, and educations resources.
  • $650 million will be given from ARRA to assist in educational technology.
  • Funds should be used to improve student achievement in connection with for educational reforms of the Elementary and Secondary Education Act (ESEA):
    • Make progress toward state standards and assessment
    • Establish data systems to track progress
    • Improve teacher effectiveness
    • Provide intensive support and effective intervention for low performers
  • Money to be distributed in fall of 2009:
  • Title I school improvement grants: $3 billion
  • Educational Technology State Grants: $650 million
  • 50% of “Race-to-the-Top” competitive grants: $4.35 billion

  • It provides funds for schools with high concentrations of students who live in poverty as a way to help improve teaching and learning—these students are currently most at risk of failing to meet state academic achievement standards. ·
  • It strengthens and expands early childhood education by aligning programs with state early learning standards and K-3 content standards.
  • It provides programs for secondary school students to use high-quality, online courseware as supplemental learning materials for meeting math and science requirements.
  • It uses a longitudinal data system to drive continuous improvement efforts and to establish or expand learning opportunities.
  • It establishes teacher training that builds teachers' capacity to address academic achievement problems.
  • It provides professional development to teachers on the use of data to inform and improve instruction.
